Dr. Mendez-Fernandez has been practicing surgery since 1975. He graduated from the Universidad Nacional Autonoma de Mexico, Mexico. After graduation he has served a residency in General Surgery at Baylor College of Medicine, in Houston, Texas (1975-1978), at the Hospital General Dr. Manuel Gea Gonzalez, in Mexico City, Mexico from (1980-1983) at the University of California, in San Diego, California from (1984-1985). He has also served as a chief resident in Plastic and Reconstructive Surgery at the University of California, in San Diego, California (1985-1986). He has been a fellow in Cardiovascular and Thoracic Surgery at the Methodist Hospital in Houston, Texas (1978-1980 and 1983-1984).

Dr. Mendez-Fernandez is a member of the following organizations: American College of Surgeons, American Medical Association, American Society of Maxillofacial Surgeons, American Society of Plastic Surgeons, Inc, California Medical Association, California Society of Plastic Surgeons, International College of Surgeons, International Confederation for Plastic and Reconstructive Surgery, International Society of Aesthetic Plastic Surgery, Mexican Assoc. of Aesthetic and reconstructive Plastic Surgery, Shasta-Trinity County Medical Society. He was in private practice in Houston from 1986 until 1990 and has been in private practice in Redding since 1990. He performs hundreds of aesthetic and reconstructive operations ever year. He also serves on the editorial boards of two plastic surgery journals and has published over 20 papers on plastic surgery subjects.
